Judge Alston, of the Eastern District of Virginia federal court, issued a preliminary injunction to restore the accreditation of New Concept Massage & Beauty School throughout its administrative appeal with the National Accrediting Commission of Career Arts and Sciences (NACCAS).
New Concept is a family-owned cosmetology school with three campuses in Miami, Florida. The school had been continuously accredited with NACCAS for over two decades. In November 2024, the school’s founder and President passed away. Following her passing, her son Ignacio Garcia stepped in as President. However, despite repeated attempts to change New Concept’s contact information, NACCAS refused to update its official contact records. As a result, the school did not receive critical accreditation letters, and NACCAS withdrew its accreditation.
In February 2026, New Concept brought claims against NACCAS in the United States District Court for the Eastern District of Virginia for violation of due process. Despite vigorous opposition, New Concept was able to obtain the preliminary injunction that restores its accreditation during the internal appeal process. This critical legal victory safeguards New Concept’s institutional survival and preserves essential Title IV federal funding for its student body.
